44% of Voters Rate Biden’s European Trip a Success
President Joe Biden just completed a weeklong trip to Europe that included the G7 summit and a meeting with Russian President Vladimir Putin, but less than half of voters think his European trip was successful.
A new national telephone and online survey by Rasmussen Reports and The National Pulse finds that 44% of Likely U.S. Voters believe Biden’s trip to Europe was successful, including 22% who rate it Very Successful. Forty percent (40%) don’t think Biden’s European trip was successful, including 27% who say it was Not At All Successful. Another 15% are not sure. (To see survey question wording, click here.)
Twenty-five percent (25%) of voters rate the way President Biden is handling foreign policy issues as excellent, while another 17% rate Biden’s handling of foreign policy good. Fourteen percent (14%) say Biden has done a fair job of handling foreign policy and 39% give him a poor rating.
Three years ago, 47% voters rated former President Trump’s handling of foreign policy either excellent or good, higher than the 42% who now rate Biden excellent or good on foreign policy.

The survey of 1,000 U.S. Likely Voters was conducted on June 16-17, 2021 by Rasmussen Reports and The National Pulse. Voters are divided as to whether Biden is doing better than Trump on foreign policy. Forty-four percent (44%) say Biden's handling of foreign policy is better than Trump’s, but 42% say Biden is worse than Trump. Ten percent (10%) say Biden’s handling of foreign policy is about the same as Trump’s.
Sixty-eight percent (68%) of Democratic voters rate Biden’s European trip a success, but only 21% of Republicans and 40% of voters not affiliated with either major party agree. Sixty-four percent (64%) of GOP voters say Biden’s trip to Europe was not successful, a view shared by 17% of Democrats and 43% of unaffiliated voters.
Black voters (36%) are much more likely than whites (19%) or other minorities (18%) to say Biden’s European trip was Very Successful. Likewise, more blacks (38%) than whites (24%) or other minorities (22%) give Biden an excellent rating for his handling of foreign policy.
Younger voters are more likely than their elders to prefer Biden to Trump on foreign policy. Forty-seven percent (47%) of voters under 40 say Biden’s handling of foreign policy is better than Trump’s, and just 32% say Trump was better. By contrast, among voters 65 and older, only 39% think Biden is better than Trump in handling foreign policy, while 52% say Biden is worse.
Among voters who rate Biden excellent for his handling of foreign policy, 71% say his European trip was Very Successful, but among voters who rate Biden’s handling of foreign policy as poor, 68% say his trip to Europe was Not Successful At All.
Fewer than a third of voters believe President Biden is a stronger leader than most recent presidents, and a majority view him as less aggressive in his dealings with foreign leaders.
