from a poor household, should the federal government make loans available so
that student can attend college?

5* Pell grants are currently given by the
federal government to about 8 million college students and never have to be
repaid. Pell grants cost the federal government about $30 billion a year.
Should the federal government continue to provide Pell grants to students?
