1* To combat global warming, a plan has been announced that will require a 32 percent drop in carbon dioxide emissions from power plants and a 28 percent increase in the amount of power generated by renewable sources. Will this plan increase energy costs in the United States, decrease energy costs, or have no impact on energy costs in the United States?

2* Will the plan to reduce carbon dioxide emissions do a lot or a little to fight global warming? Or will it have no impact?

3* Should the federal Environmental Protection Agency be able to implement major regulations like this without congressional approval?
