Fifty percent (50%) of American voters believe the United States and its allies are winning the War on Terror. That figure has held fairly steady over the past month. Thirty percent (30%) now believe the terrorists are winning. That's the highest level of pessimism recorded since September. Only two of our weekly updates all year have found more than 30% believing that the terrorists are winning. Just before the Election 49% said the U.S. and its allies were winning. The lowest level of optimism was measured in mid-July when just 44% believed the U.S. and its allies were winning while 30% thought terrorists had the upper hand. Republicans by 75% to 12% margin overwhelmingly believe that the U.S. and its allies are winning. By a more modest 46% to 28% margin, unaffiliated voters share that view. However, 49% of Democrats believe the terrorists are winning and 27% believe the U.S. is winning. en are more optimistic about the War on Terror than women. There is little difference between Investors and non-Investors on this question. A separate survey found that National Security issues were the most important voting issues of Election 2004.
