54% Say US Elections Fair to Voters
77% Say Choice of President Matters a Lot

Fifty-four percent (54%) of Likely Voters say that American elections are generally fair to voters. A Rasmussen Reports survey found that 32% say they are not fair. This is among the highest percentage of voters ever recorded who believe our election process is fair. At its lowest point in the late 1990s, just 42% believed elections were fair to voters. One factor that may be contributing to the more positive assessment is that supporters of both candidates believe their team has a good chance of winning. Still, 80% of Bush voters currently believe elections are fair along with just 30% of Kerry's supporters. During the Clinton era, Democrats generally believed elections were fair while Republicans did not. During the Bush Administration, Republicans are more likely to say that the process works in a fair manner. Despite skepticism about the process, 77% say it matters "a lot" who is elected President. Forty-seven percent (47%) say it matters "a lot" whether or not their Congressman is re-elected. Both of those numbers are extraordinarily high. President Bush continues to draw positive ratings for his response to the 9/11 attacks. Fifty-six percent (56%) say he did a good or an excellent job of handling the situation following the attacks. Seventeen percent (17%) say he did a "fair" job while 24% grade his performance as poor. As you would expect, there is a partisan edge to the data. Eighty-nine percent (89%) of Republicans say the President's response to 9/11 was good or excellent. That view is shared by 58% of unaffiliated voters and just 25% of Democrats. Thirty-six percent (36%) of Americans say it is likely that Osama bin Laden will be captured or killed before the election while 51% say that is not likely. Sixty-one percent (61%) of Americans say that the world would be a better place if other countries became more like the United States. Just 13% disagree.
