President Bush has said he will veto an Iraq funding bill setting a timeline for withdrawal from Iraq. However, 52% of American adults oppose a Presidential veto. A Rasmussen Reports national telephone survey found that 35% say the legislation should be vetoed. Democrats, by a 77% to 11% margin, oppose a Presidential veto. Republicans, by a 64% to 26% margin, favor a veto. Among those not affiliated with either major party, 49% favor a veto while 35% are opposed.

A separate survey found that 57% of American voters favor either an immediate withdrawal of troops from Iraq or a firm timetable for withdrawal. Forty-night percent (49%) say President Bush’s handling of the situation in Iraq is Poor. Only 33% say it's Good or Excellent; 16% are willing to characterize it as Fair.

While supporting Congressional action, American adults see risks involved in the legislation. Forty-nine percent (49%) say that setting a timetable for withdrawal will make the U.S. soldiers in Iraq less safe. Just 25% believe it will make the troops safer. By a 69% to 14% margin, Republicans believe that a timetable will increase the risk to American soldiers. Democrats are evenly divided on this question.

Americans are also pessimistic about the prospects of success in Iraq. Just 34% say it is possible for the U.S. to win the War in Iraq. Fifty-one percent (51%) say victory is not possible. While Republicans are more optimistic than other Americans, just 55% of those in the President’s party believe victory is possible.

Seventy percent (70%) of Democrats say victory is not possible. Among those not affiliated with either major party, 54% say the U.S. cannot win.
