Forty-eight percent (48%) of Americans nationwide believe that it is the responsibility of American Muslims to speak out against terrorist attacks on the United States.

A new Rasmussen Reports national telephone survey finds that 27% do not think American Muslims have that responsibility. Twenty-six percent (26%) of adults are not sure.

Fifty percent (50%) of men and 55% or more of those ages 40 and older say American Muslims should speak out against domestic terrorist attacks. Fifty-seven percent (57%) of Republicans agree, compared to 39% of Democrats and 49% of those not affiliated with either party.

Just 15% of all adults say American Muslims already are speaking out enough against potential terrorist attacks on the United States. Forty-six percent (46%) say Muslims living in this country are not speaking out enough. Thirty-nine percent (39%) are not sure.

Again, men, older Americans and Republicans are more critical of Muslims living here for not already speaking out.

Despite recent terrorist warnings, just 16% of adults say they have seen increased security in public places in the past few months. Sixty-six percent (66%) say they not seen increased security, but 18% aren’t sure.

Fifty percent (50%) say the United States should spend more money fighting terrorism at home rather than overseas. Twenty-three percent (23%) disagree and say America should spend more against terrorism outside the United States.

Fifty-six percent (56%) of women say more money should be spent at home, a view shared by just 44% of men. Fifty-five percent (55%) of Democrats agree, as do pluralities of both Republicans (47%) and unaffiliateds (47%).

But Americans are more closely divided when asked if any of the $787-billion economic stimulus plan passed by Congress in February should be spend to prevent terrorist attacks on the United States. Thirty-one percent (31%) say it’s a good idea, but 43% oppose using stimulus money for that purpose. Twenty-six percent (26%) are undecided.

Only 43% of U.S. voters now believe the United States and its allies are winning the war on terror. That’s down 12 points from the week President Obama took office in January.

Forty-nine percent (49%) of Americans think that most of their fellow countrymen have already forgotten the impact of the September 11, 2001 terrorist attacks in which 3,000 died.

Forty-nine percent (49%) of Americans say it is at least somewhat likely that there will be a significant terrorist attack in the United States in the next year. But that’s down from 70% in the summer of 2007 and 58% in December 2008.

Forty-two percent (42%) now give the president good or excellent marks for his handling of national security matters, down from 50% just after he took office in late January.
