Fifty-eight percent (58%) of voters without health insurance favor passage of the health care plan proposed by President Obama and Congressional Democrats. A Rasmussen Reports national telephone survey of 504 uninsured voters found that 35% are opposed.
Those figures include 30% who Strongly Favor the plan and 26% who are Strongly Opposed.
These results were obtained from nightly tracking surveys conducted from September 8-17, a time frame that included the President’s speech and subsequent bounce. Among all voters surveyed during this time frame, 46% favored passage of the health care plan. After the bounce wore off, support for the President’s plan fell to 43%.

Perhaps the most striking thing about the results is how much they mirror the results of those with insurance. Sixty-eight percent (68%) of uninsured Republicans oppose the plan while 88% of Democrats favor it. Those not affiliated with either party are evenly divided.
Forty-eight percent (48%) of voters without health insurance are Democrats and 24% Republican.
Forty-four percent (44%) of the uninsured are politically conservative, 26% moderate, and 27% liberal. Uninsured liberals overwhelmingly support the plan while most uninsured conservatives are opposed.
Thirty-five percent (35%) believe that if the legislation passes, the quality of health care will improve. Thirty-one percent (31%) say it will get worse.
Forty-one percent (41%) of the uninsured believe that passage of the legislation will increase the cost of health care while 26% believe it will cut costs.
Thirty-four percent (34%) of the uninsured voters are under 30. In Election 2008, just 18% of voters were that young.
One of the stated goals of the legislation is to provide health insurance coverage for the uninsured. The results of this survey provide a reminder that the uninsured are not a homogeneous group. While most support the plan, it is significant to note that many do not. One reason may be that some have chosen to do without insurance and object to the provisions that would force them to purchase coverage. Another factor may be that many see their uninsured status as temporary.
Regardless of the reasoning, uninsured voters are a bit more optimistic than others that the legislation will pass this year. Fifty-nine percent (59%) say passage is likely while 31% say it is not. Those figures include 22% who say it’s Very Likely to pass and 9% say Not at All Likely. Like those with insurance, most see the prospects for the proposals as somewhere between those two extremes.
